GLOBAL EDUCATION POLICY AND LEARNING OUTCOMES: A CROSS- NATIONAL ANALYSIS OF CURRICULUM ALIGNMENT, ASSESSMENT SYSTEMS, AND INCLUSIVITY USING WORLD EDUCATIONAL DATA

Abstract

This study investigatesthe relationship between key education policy dimensionscurriculum alignment, assessmentsystems, and inclusive educationand learning outcomes through a cross-national quantitative analysis. Using globaleducational data, the research addresses thelimited integrated understanding of how these policy components interact toinfluence educational performance across diverse contexts. The study employs secondary data analysis, includingdescriptive statistics, correlation analysis, and multiple regression models, to examine the direct and combined effects ofpolicy variables while controlling for socio-economic factors. The findings reveal that curriculum alignment and inclusiveeducation are the most significant predictors of learning outcomes, demonstrating strong and consistent positive effectsacross countries. In contrast, assessment systems show a weaker and occasionally negative association, indicating thattheir effectiveness depends on alignment with broader educational frameworks rather than functioning independently.Additionally, demographic factors, particularly birth rate, exhibit a significant negative impact on learning outcomes,highlighting the influence of contextual conditions on education system performance. The study emphasizes theimportance of adopting a holistic and integrated policy approach in which curriculum design, assessment practices, andinclusivity strategies operate synergistically to improve both quality and equity in education. By providing cross-nationalempirical evidence, this research contributes to the comparative education literature and offers practical, data-driveninsights for policymakers seeking to enhance educational outcomes and achieve Sustainable Development Goal 4.
